Aggregate Mining and Transport Fees Set to Rise

The Province of Manitoba has amended the Aggregate Mining and Transportation Fees Agreement Regulation 48/97, effective August 15, 2022. Click here to see the provincial notice.

The regulation has been amended to increase maximum fees, based on inflation and reflect annual inflationary increases into the future based on the Consumer Price Index (see below).

Municipalities must amend their existing aggregate by-law to charge the increased fees or pass a new by-law to begin collecting fees.

The aggregate fee calculation is as follows: previous year’s rate + (previous year’s rate x previous year’s annual inflation) = current year’s rate.

Inflation is calculated using Statistics Canada’s annual Manitoba Consumer Price Index. This approach is the same as other provincial inflationary calculations. This approach was also unanimously recommended by the Provincial Aggregate Advisory Committee. To read the full report of the advisory committee, click here.

Please note these rates prescribe the maximum rates municipalities may levy; municipalities must amend their existing aggregate by-law to charge the increased fees or pass a new by-law to begin collecting fees.

In detail:

  • 2013 base rate (from previous regulation) + 2013 CPI = 2014 rate
  • 2014 rate + 2014 CPI = 2015 rate
  • 2015 rate + 2015 CPI = 2016 rate
  • 2016 rate + 2016 CPI = 2017 rate
  • 2017 rate + 2017 CPI = 2018 rate
  • 2018 rate + 2018 CPI = 2019 rate
  • 2019 rate + 2019 CPI = 2020 rate
  • 2020 rate + 2020 CPI = 2021 rate
  • 2021 rate + 2021 CPI = 2022 rate
