The City of Winnipeg has halted including social procurement clauses related to skills and training, in heavy construction tenders in 2025.
The City had issued one tender – for watermain renewal – earlier this year which included the clause. The clause required the contractor awarded the contract
- To commit to providing skills and training opportunities
- to project and report the number of apprentices, interns and paid work experience positions
- to report the number of hours that such persons would work during the contract.
The City this week sent notice to its departments that the requirement for tracking apprentices, interns and paid-work experience position is not applicable to the horizontal construction projects.
The MHCA, assisted by industry representatives, has been engaging with the City on its social procurement action plan, including the preparation of such clauses, to ensure the requirements are practicable, workable and reflect industry and market realities.
