As periods of unusually heavy rain and saturated ground conditions persist in parts of Manitoba, the risk of flooding, particularly overland flooding, increases. Continuous heavy rainfall and the rapid accumulation of surface water can easily lead to overland flooding, which can quickly overwhelm drainage systems and sump pumps.
Excessive rain can also cause water bodies to overflow, flooding nearby ditches, ponds, rivers, and other areas, further worsening the situation. Due to this, it is crucial to take preventive measures early to protect people, property, and the environment.
Flood Prevention Practices
Activities such as land clearing, construction, and improper storage of materials can worsen drainage issues if not properly managed. Practicing good housekeeping and following proper water management practices can greatly reduce the risk of flooding around you, and at your job sites.
- Remove any debris, sediment, and obstructions from drainage paths, culverts, or ditches.
- Ensure access roads, emergency routes, and drainage channels remain clear at all times.
- Store materials and equipment away from areas prone to water accumulation or runoff.
- Maintain proper grading around buildings to direct water away from foundations.
- Avoid working or parking equipment in low or flood-prone areas.
- Follow local advisories and restrictions related to flooding and water management.
- Keep sandbags, pumps, and other flood response tools readily available and ensure workers are trained in their use.
Sandbagging Procedures and Best Practices
Proper sandbagging can significantly reduce flood damage when done correctly.
Preparation
- When finding fill for a sandbag, only use clean sand or soil, and avoid any debris or saturated materials that won’t seal properly.
- Fill sandbags so that they are half to two-thirds full. This will allow for proper sealing and stacking.
- Store filled sandbags in a dry, accessible location until they are needed.
Placement
- Position each bag lengthwise with the folded or tied end facing downstream, away from the water, so the flow of the water pushes it closed instead of opening it.
- Start at the lowest point and work upward.
- Lay the first layer tightly together and stagger in layers like brickwork.
- Ensure to tuck or fold the open end of each bag underneath to improve sealing.
Building a Barrier
- Compact each layer by stepping down on the bags to eliminate gaps.
- Stack no more than three to four sandbags high unless properly reinforced.
- Whenever possible, use plastic sheeting on the side facing the water to help reduce water getting through.
- Anchor plastic sheeting with sandbags to prevent any movement.
Key Considerations for Sandbagging
- Ensure barriers divert water away from structures, not toward other vulnerable areas.
- Monitor sandbag walls regularly and repair weak points as needed.
- Avoid placing sandbags directly against building walls unless properly reinforced.
Equipment and Infrastructure Preparedness
- Conduct pre-use inspections on pumps, generators, and drainage systems to ensure proper operation.
- Check culverts, sumps, and other water diversion systems for any blockages or damage.
- Ensure backup systems (sump pumps or generators) are functional and ready for use.
- Immediately shut down and secure equipment if flooding conditions create unsafe operating environments.
Protect Workers by Planning Ahead
- Monitor rainfall forecasts, weather alerts, and water level advisories.
- Adjust work activities during heavy or prolonged rain events.
- Rotate tasks as necessary and stay aware of changing site conditions.
- Ensure that workers understand evacuation routes and emergency procedures.
Report any hazards or early warning signs immediately. This includes rising water levels, erosion, blocked drainage systems, and infrastructure concerns. Addressing these small issues quickly will help prevent significant flooding damage and safety risks.
Early planning, effective municipal coordination, regular maintenance of equipment, and awareness of environmental conditions are essential for reducing the impacts of flooding during extended periods of heavy rainfall.
